South Africa's Mining Crisis Threatens Jobs, Tax Revenue, Public Services

South Africa’s mining sector is losing ground, and the cost will be felt far beyond the industry itself.
A comprehensive study, presented by consultant Ashleigh Muller at a Modernisation Showcase event on July 23, has found urgent gaps in technology adoption, regulatory environment, and workforce skills that threaten mining’s ability to sustain its contribution to the national economy. For ordinary South Africans, the stakes are direct: mining underpins jobs, public revenues, and the country’s broader economic health.
The research was conducted by industry leaders, government partners, and innovation experts across South Africa. It benchmarked the country’s mining sector against nine other major jurisdictions worldwide, grouped as visionaries (Australia and Sweden), competitors (Canada, China, and Chile), and contemporaries (the United States, India, Brazil, and Saudi Arabia). The results were sobering. South Africa achieved a “green” rating only in markets and value chains. It received “red” ratings for enabling environment and advanced technology adoption, and “yellow” ratings for human capital, sustainability, health, safety, and security.
The numbers behind those ratings tell a clear story about what workers and communities are living with. Only 10 percent of deep mines use autonomous vehicles. Just 25 percent employ artificial intelligence and digital twins. A mere 18 percent of engineers are trained in AI, while 62 percent of firms report digital skills shortages. These are not abstract deficiencies. They represent a workforce being left behind as competitor nations invest heavily in digitisation and automation.
Infrastructure failures compound the problem. Transnet transports 149 million tonnes annually against a target of 185 million tonnes, a shortfall that limits what the sector can move and sell. Loadshedding costs the sector 6.8 percent of output, a burden that ripples through wages, community investment, and tax receipts. Meanwhile, more than 5,000 mining rights remain unresolved, and South Africa ranks 83rd out of 180 countries on the Corruption Index, a ranking that discourages the investment needed to modernise.
Only 25 percent of South Africa’s minerals are processed domestically. That figure matters enormously for job creation. When raw ore leaves the country unprocessed, the value addition, and the employment it generates, goes with it.
By contrast, the sector does carry genuine strengths worth building on. South Africa holds world-leading reserves of platinum group metals, manganese, and chrome. The Johannesburg Stock Exchange hosts more than 40 mining companies, with 90 percent of listed firms providing environmental, social, and governance reporting. Private sector investment reached R1.3 trillion between 2013 and 2022. Mining safety has also improved significantly: fatalities declined from 104 in 2016 to 41 in 2025, a trend that reflects real progress in protecting workers’ lives.
One homegrown innovation points toward what is possible. Smelt Direct technology, developed by African Rainbow Minerals and now at commercial phase, pre-smelts ore using chemical energy that conventional smelting wastes. It achieves 300 percent greater efficiency, 70 percent lower electricity intensity, and 80 percent cleaner operations. Each 200,000 tonnes of production creates 700 jobs, and the technology can be retrofitted to existing smelters for $180 million, making it far more accessible than a greenfield build.
The research identified seven priorities for modernising the sector: digital transformation and automation; exploration and mineral intelligence; research and development intellectual property; decarbonisation and energy modernisation; inclusive and responsible innovation; and value addition and beneficiation. These align with South Africa’s Cabinet-approved Critical Minerals and Metals Strategy, which targets 2.3 million jobs and a mining contribution of 12 percent of GDP by 2030 through local beneficiation.
Muller was direct about what stands between the country and those targets. “South Africa has the raw materials to lead but the regulatory, skills, and technology gaps must be closed with urgency and coordination,” she said. She stressed that the challenge is not primarily technological but an ecosystem problem, one requiring simultaneous action on policy, funding, infrastructure, skills development, and stakeholder collaboration.
Whether government, industry, and communities can coordinate at the pace the study demands is the question that will shape South Africa’s economic landscape for the decade ahead.
